In case you didn’t know, viagra and generic copies are not in the slightest bit difficult to get hold of. Anyone who wants it can get it quite easily, prescription or not.

Sex offenders have always been allowed to purchase Viagra with a doctors prescription. No law has been proposed to allow that to happen as such a law is not needed.
A republican proposed an amendment to the health care bill that would have prohibited such sales. It was rejected since any change to the bill would require the bill to go back through the house and the senate. Obama has not signed or vetoed that amendment as it has not been presented to him.
